The National Crime Agency Code of Conduct is to be adhered to by all internal members, as well as external affiliates and visitors. This Code of Conduct was created in the thought of creating a fun & friendly environment for everyone. It is your own responsibility to read this over and follow it, while in NCA, otherwise consequences will be given.

Rules & Regulations
The Rules & Regulations are used as the main basis to improve stability and fairness amongst all individuals and (or) groups affiliated with The National Crime Agency. Therefore, every individual and (or) group affiliated with The National Crime Agency are to acknowledge these rules within the agency.

General Rules
General Rules is general agency knowledge that is passed onto newly recruited individuals within the National Crime Agency during training.

Headquarters Procedures
Headquarters Procedures are policies that implement the uniformity of the people working within the National Crime Agency. These policies also include VIPs and Allies. These policies are to be followed at all times.
Section 1c:
Coloured Chat Regulations
Coloured chat bubbles are used to allow members of the team to recognise who and which division someone is a part of, while speaking or giving instructions. Coloured chat is permitted within the agency, unlocking new colours as you progress within NCA.
Each coloured chat that you can use is stated below, including the division in which you unlock it:
Red coloured chat is only used for announcements, and to underline something during one of the National Crime Agency conferences. Agency wide, in HQ, red chat announcements can only be made by a member of Leadership (4iC)+. The use of red coloured chat is not otherwise authorized during any circumstance.
Neon chat (white letters) is strictly forbidden, unless permission is given by an individual within Central Command.

Uniform Regulations
All individuals employed within the National Crime Agency are not required to wear any uniform. However we do have apparel which has been forbidden by the NCA Central Command.

Forbidden Apparel
Listed below is apparel which has been forbidden to be worn anywhere within the National Crime Agency premises.
Section 1e: Commands
The National Crime Agency uses the universal format of commands to manage and organize the Headquarters and situations that may occur within the agency.
Below you will find all of the commands within NCA:
FTB - Fill the Back.
FTF - Fill the Front (This command holds priority over FTTD, FTT and FTS).
FTS - Fill the Security (Holds priority over FTTD).
FTT - Fill the Training (Holds priority over FTTD and all other stations if a recruit is there).
FTTD - Fill the Transfer Desk (Holds priority for TA members over all other stations when transferee is there).
ATT - Attention! (Stand in front of the commanding officer, wave & say "Yes Sir/Ma'am").
AE - At ease (Continue with previous activities).
CTH - Clear the Hallway.
BTW - Back to Work.
BTB - Back to Base.
Section 1f: Promotional Procedures
Section 2: Disciplinary Policy
Disciplinary actions are based on the Disciplinary Policy. Every disciplinary action, such as strikes, are based on procedures that need to be followed by everyone. This is to maintain order within the agency and prevent any problems from arising, which could affect the agency’s performance.
Section 2a: Discipline Procedures
Within the National Crime Agency we implemented 3 different disciplinary procedures, in which each one is allocated to a different set of divisions.
Section 2a(i): Low Ranks (Enlistment - Detective & Forensics)
In Base Warning x2 → Demotion → Fire
Low Ranks do not receive Written Warnings.
A step may be skipped, depending on the severity of the situation.
If the culprit is a member of Enlistment and (or) is a recruit, you should try to retrain them. If they refuse or do not change their behaviour after retraining, then you can discharge them.
Not accepting a demotion, no matter the circumstances, may lead to a discharge or strike(s).
If a member ignores the ATT command, you must do an "idle check". The "idle check" is used to check if a person is AFK, or just didn't notice the ATT. Use the message format found below:

If you are unsure don’t be afraid to ask a Leadership+.
Section 2a(ii): Senior Command
(Privy Council - Legal Branch)
In Base Warning x2 → Written Warning → Demotion → Strike 1 → Strike 2 → Discharge (Also known as Strike 3 and DnH)
Written Warnings should always include screenshots and witness(es).
All warnings should be recorded into ‘Disciplinary Logs’ on the Portal.
The procedure has to be carried out by someone 2 divisions higher than the person they are discipling, provided that proper approval has been obtained.
Section 2a(iii): In-Charge (iC)
Strike 1 → Strike 2 → Strike 3
Due to the high ranking of these members, they must always go straight to a Strike.
Must be approved by the Central Command.
Section 2b:
Trolls
If you suspect someone of being a Troll, you may skip procedures straight towards firing them. You must gain permission from Directorate (2iC)+ and provide evidence.

Disciplinary Actions
Section 2c(i)
Verbal Warnings:
A verbal warning is merely a word of cautionary advice, and carries no long term permanent effects on the offender. Warnings act as a protective barrier to the offender, after the warnings real disciplinary punishments may take place. Only Privy Council + can issue a warning to a member that is 1 division lower than them.
In Base Warning Example :
Inform the receiver about the possible consequences.
Example: This is warning 1, Please refrain from being rude towards the PC+ or you may be faced with disciplinary actions.
Section 2c(ii)
Written Warnings:
A written warning is given after telling the culprit in base that their actions are against our CoC, Policy, Rules etc. You must log these on Portal as Warnings with evidence including screenshots. Only SC+ can issue a warning to a member that is 1 division lower than them.
Written Warnings are given to SC Members and above, who display any type of misconduct.
To give a Written Warning you must; ATT the receiver, state the reason they are being warned and remind them that if they continue more actions will be taken against them.
Section 2c(iii):
Demotions
Demotions are considered a lighter form of punishment compared to Strikes, and should come before them.
Any SC+ and above can demote with the approval by Congress+.
You can only demote someone who is 2 divisions below you.
Junior Ranks should be demoted after Base Warning x2

These are only examples, they are not stating the only scenarios in which a demotion can or should be issued.
Enhanced Operations
Failed to listen to commands from SC+.
Disrespect fellow NCA staff.
Break the rules

Section 2c(iv):
Strikes
Strikes are to be seen as a major punishment and should be given in the most serious cases.
Elite Board and above can issue the first strike, with approval from Congress +.
Cyber Crime and above can issue the second strike, with permission from a Congress +.
The third strike can only be issued by a Legal Branch+ with approval of 4iC + after an investigation has been carried out.
On the third strike that person is then put on DnH, until Central Command has found fit, then taken of DnH
First Strike: Add x1 into Motto.
The first strike is a major warning.
This strike will remain for at least 1 month and will be removed by the person who issued the strike and by a Congress+. However, after 14 days of issuing the strike it can be re-evaluated and removed if deemed necessary.
Second Strike: Add x2 into Motto.
This strike will remain for at least two months, excluding any LOA’s.
Depending on the severity of the case, a demotion by at least a few ranks could be issued.
For Moderation and above this strike includes a probation period of 7 days
This strike can only be removed (and issued) by Legal Branch and above after an investigation has been carried out.
Third Strike: Termination of Service
Once issued, the person will be removed from the National Crime Agency with immediate effect.
The person that wishes to issue a third strike must present their evidence to 4iC + providing screenshots and links as proof.
A third strike can only be issued by a Congress+ with approval of 4iC +
Decision for removal of a strike will depend on the judgement of the 4iC + involved.
When issuing a strike, ensure it has been logged on Portal under disciplinary logs.
Section 2c(v):
Firing
Only iC (in Command) members are allowed to discharge Staff members. Based on certain conditions. However, 3iC and below needs to inform any 1iC+ about the firing.
Leadership (4iC)+ can approve fires for Enlistment to Detectives & Forensics.
Cabinet of Ministers (3iC)+ can approve fires for Privy Council to Elite Board
Directorate (2iC)+ can approve fires for Cyber Crime to Legal Branch.
Ownership (1iC)+ can approve fires for Congress.
Central Command can approve fires for iCs with removal from the system (Portal/Website).
Direct fire cases (No required disciplinary history):
Self Promotion.
Double Jobbing (With and without ALTs).
Creating fake NCA badges to enter the NCA base or receive privileges (such as fake PAY Badge)
Selling ranks illegally/without authorisation.
Trolling / Advertising / Causing havoc with allied agencies.
(All these cases require proof in the form of screenshots and witnesses. Note that witnesses may not always be necessary)
Section 2.F: Do Not Hire (DNH)
This is an action taken when a worker of the National Crime Agency has broken rules repeatedly and didn’t learn from their previous disciplinary actions.
General rules
SC + are to put someone on the Do not Hire list after they have already been fired once before.
In order to put someone on the Do not Hire list, you need to get permission from a 3iC + member, which will be given when asked for approval to fire.
SC + are not allowed to put someone on Do not Hire without solid screenshots and if possible witnesses, regardless of the situation.
Do Not Hire Scope (?)
In specific cases Do not Hire can only be done by 2iC +.
The Do not Hire status can only be revoked by the Chief of Staff (iC) or other Central Command members after a discussion regarding that matter.
To be removed from Do not Hire the case will be reviewed and research will be done.
Complaints about unfair Do not Hire punishments can be sent to the Chief of Staff (iC).
As stated above people who are on the Do not Hire list are not allowed to be let into base,
to see who is on the Do not Hire list refer to Kick On Sight/ Do Not Hire on the website.
(Failure to follow the DnH rules will lead to disciplinary actions being taken accordingly.)
Section 3: Rank Sales
Only official Rank Sellers, members of C&F are able to sell ranks as well as VIP. These people are the only ones who should be approached regarding buying ranks or VIP. Rank sellers will have badge admin on the badges and will be able to accept badges instantly. If accepting all badges is not possible by the seller, then a request will be sent towards accepting any leftover badges.
Section 3a: Procedure Regarding Rank Buyers
In order to buy ranks, there are certain rules or conditions that need to be followed:

In order to be able to sell ranks there are a few rules and procedures that should be followed during and after a sale. These are listed as follows:
Section 4: Alliances
Alliances are formed by two parties who want to help each other succeed further with their goals. Alliances are used to boost numbers, boost morale, or even to boost popularity within the two parties.
Section 4a: Alliance Requirements
Agencies who want to form an alliance with the National Crime Agency are expected to be able to meet several requirements, before even considering an alliance. This criteria can be found below:
Section 4b: Alliance Agreements
Agencies wishing to become allies, or those who already are allies, must follow the NCA alliance agreements. If an agency reneges on the agreement, the agreement will be rendered null and void and the agency will not be considered for another agreement for at least three (3) calendar months.
Below are the terms which both parties will be expected to abide by.
The NCA Code of Conduct is under the management of the Chief Executive Officer, Chief Legislations Officer, Director of International Relations & Security and the Internal Security Guard Minister. The aforementioned have full authority to edit and update the Code of Conduct.

- Do not ask and (or) remind for any pay, promotion, or room rights.
- Do not AFK (Away From Keyboard) at work stations.
- Do not advertise the National Crime Agency in other agencies or “poach” any individuals working for another agency.
- Do not conduct a transfer with anyone employed within allied agencies, unless alliance terms permit it.
- Do not engage with trolls, and (or) troll yourself.
- Do not self-promote.
- Do not dance or use any effects inside any room affiliated with NCA, unless instructed otherwise.
- Only authorised rank sellers can sell ranks.
- You can only speak in a different language than English in the "Free Language" area.
- Respect all individuals regardless of race, gender, religion and any other reason.
- Do not converse in full capital letters unless permission is granted from anyone ranked 3iC+ or on special occasions which will be announced.
- Do not take part in any other employment while being employed within the National Crime Agency (this does not include roleplays like schools).
- Respect those who are higher than you in such manners and gestures.
- Do not use coloured/themed/neon chat within NCA premises, unless permitted.

- You can only speak in a different language than English if you are in the "Free Language" area.
- Do not use coloured/themed/neon chat within NCA premises, unless permitted.
- Respect all individuals regardless of race, gender, religion and any other reason.
- Comply with all instructions given by superiors.
- Do not actively attempt to disturb individuals focused on their assigned tasks.

- Do not promote anyone in the same division as yourself.
- Do not promote without an approved portal account for logging.
- Log ALL promotions on the portal (nca.habbobites.com).
- Only hand out promotions after the individual in question has met their promotion time limit.
- Report any cases of unfair promotion(s) to a member of the Internal Security Guard.
- If the person you promoted requires training, you are required to train them.
- Assist the individual promoted in getting their badges accepted if required. (If no Badge Admins are online to accept the badge, ask the individual in question to add [AB] at the end of their motto).
- As a promoter you are not allowed to double promote. This includes, but does not limit, promoting someone who already has your promotion tag, and/or promoting someone twice in a row without someone else promoting them in between. If you believe that the member does deserve the next promotion, or there has been a substantial amount of time between the previous promotion and now, then recommend them to another eligible promoter for a promotion.

In order to buy ranks, there are certain rules or conditions that need to be followed:
- The Rank Seller must be a member of the official NCA Commercial & Financial badge owned by darklooks.
- Rank prices are based on the Official Rank Price.
- Changes to the price is to the Rank Seller’s discretion, with permission from darklooks.
- Only Rank Sellers are able to sell ranks/VIP.
- We do not offer ANY refunds.
- The payment must be done during the buying process. No delays of payment are authorised.
- Promotions are also available to be bought from Rank Sellers.
- NCA will not be responsible for any scamming done by individuals who are not official Rank Sellers. However you may notify the Commercial & Finance Minister (C&F Minister) regarding the incident so actions may be taken. Though, no promise will be made whether you will be refunded or reimbursed given the rank you bought from the wrong person.
Section 3b: Procedure Regarding Rank Sellers
In order to be able to sell ranks there are a few rules and procedures that should be followed during and after a sale. These are listed as follows:
- Only members of Commercial & Finance can sell ranks.
- All rank sales must be recorded on our Discord server and our Portal, including a trade screenshot on Discord.
- 50% of income must be given directly to darklooks
Section 4: Alliances
Alliances are formed by two parties who want to help each other succeed further with their goals. Alliances are used to boost numbers, boost morale, or even to boost popularity within the two parties.
Section 4a: Alliance Requirements
Agencies who want to form an alliance with the National Crime Agency are expected to be able to meet several requirements, before even considering an alliance. This criteria can be found below:
- Must have at least 500 individuals on their main identification badge.
- At least 70 individuals on their security identification badge
- Agency must have an accessible headquarters to the public.
- Agency must have an active Foundation team.
- Agency must be against all form of illegal warfare.
Section 4b: Alliance Agreements
Agencies wishing to become allies, or those who already are allies, must follow the NCA alliance agreements. If an agency reneges on the agreement, the agreement will be rendered null and void and the agency will not be considered for another agreement for at least three (3) calendar months.
Below are the terms which both parties will be expected to abide by.
- Both agencies are expected to give each party’s 4iC+ members the “Special Visitor/Guest” badge membership to gain entrance within each other’s headquarters.
- Both agencies are expected to invite each other to events that are held within their agencies.
- Both agencies are expected to help each other out if conflict arises.
- Both agencies are expected to provide fair ranks to the other agency if one closes.
- Agencies are expected to give at least a one (1) month warning before leaving the agreement.
- Both agencies are expected to have bi-weekly meetings between their Foreign Affairs staff to keep communication lines open.
The NCA Code of Conduct is under the management of the Chief Executive Officer, Chief Legislations Officer, Director of International Relations & Security and the Internal Security Guard Minister. The aforementioned have full authority to edit and update the Code of Conduct.
